The Pitch

Problem statement

We operate supported accommodation within Hatch Warren supporting 6 vulnerable young people. Our clients with have multiple, complex needs – with interactions with Hampshire Police being frequent. On entering our services, a staggering 65% of young people are Not in Education, Employment or Training (NEET), with 42% of working age and unemployed and over 96% lack independent living skills. For those living within our Foyer, our Support Workers provide 1:1 sessions to help them develop the confidence and skills needed to successfully move from NEET to EET. We would like to extend this to the wider local area, with the Foyer as the base for this support.

Solution

Launch will provide 1:1 mentoring to young people aged 11-25 engaging with low level ASB, providing a positive and consistent adult role model. Our Support worker will deliver our model of 6-8 support sessions to each YP, addressing the route causes of their negative actions. We would signpost and support young people to access training and employment opportunities, develop confidence and self-esteem to move them from NEET to EET. Funds would contribute to the salary costs of the Support Worker working 15hrs/week. This service costs £15,107pa, of which we have funding secured of £5k which is a multi-year grant for 3 years. We anticipate being able to support at least 30 YP per year.

Why are we best placed to deliver?

We’ve over 35 years’ experience developing services to support young people. We’ve been working in the Hatch Warren ward for over 8 years, with established links to children’s services, Hampshire Police and community groups. Launch is a proven service in other areas we operate. It’s open-access advice and guidance service is a key early intervention approach, ensuring that young people are supported to overcome their challenges before they grow into more complex problems. Step by Step were finalists in three categories of the National Children and Young People Awards 2024 and our Social Return on Investment research showed that we generated £6.80 of social value for every £1 invested.

Expected impact

We expect a Support Worker to work with at least 30 young people a year, providing 6-8 1:1 support sessions each, with a focus on moving young people from NEET to EET and progressing their individual circumstances in a positive way. We normally see a 75% success rate for young people we work with through Launch. We can help YP explore employment or education options, provide emotional well-being support to build confidence and resilience to achieve goals and if needed, provide alcohol and substance misuse recovery support. Our Team are also trained in Family Mediation. With a more positive outlook and improved confidence, YP will reduce their ASB and be engaged in more beneficial activities with their time, making the Hatch Warren Ward a safer community. This is a self-referral service, the YP can directly access or any adult working with them can refer with this process being tried and tested and currently live on our website. Support can be delivered in person or virtually.

Track record

Our existing Launch service is led by the young people who use it, from the different contact options available - timed in-person appointments, informal drop-by, telephone and digital media, to each person developing their own action plan. A Launch Support worker listens and supports the young person to identify their needs, concerns and goals, and any safeguarding or risk issues and helps them develop a plan for change and progress. This includes understanding their legal rights and responsibilities and the choices available so that each young person feels empowered to make informed decisions. Contact details and action plans are saved on InForm and progress is tracked and measured. This is a successful service currently running across other areas where we operate, that we feel address the aim of the Positive Pathways fund, by putting in place a service to support the very type of young person most susceptible to falling into a negative way of life.
